Patterns that repeat across countries
Customs holds often look random from the outside, but the causes are usually consistent. This page lists common patterns that cause delays across different brokers and Member States.
Identifier errors
- EORI provided for the wrong legal entity within a group.
- VAT ID provided where EORI is required, or the opposite.
- Country prefix mismatch or length mismatch in an EORI string.
Data consistency errors
- Invoice address differs materially from the consignee data used in the declaration.
- Commodity description too generic to support classification.
- Values and quantities do not reconcile across documents.
Process errors
- Missing representation authorisation for the broker.
- Late submission of documents, leaving insufficient time for controls.
- Missing origin or compliance documentation when controls are triggered.
What to do when a hold happens
- Ask for the exact reason code or message from the broker or customs system.
- Compare the declaration data to invoice and transport documents line by line.
- Confirm the operator identifier and the entity name used in the filing.
- Provide a corrected evidence set as a single package to reduce back-and-forth.
