What a customs declaration is

A customs declaration is a formal electronic submission that describes the goods, their value, origin, and the parties involved, and requests a customs procedure. The quality of the declaration depends on data quality long before the shipment arrives.

Data fields that must be consistent

FieldWhy it matters
Consignee and importer detailsDefines who is responsible for the import and who can receive release.
Operator identifiersEORI and other identifiers link the filing to the operator record.
Commodity classificationDrives duty rate, controls, licensing, and statistical reporting.
Customs valueBasis for duty and VAT calculations and audit risk.
OriginControls preferential duty treatment and certain regulatory measures.

Why EORI is often requested early

Brokers build operator profiles. A stable EORI helps them match repeat shipments, assign representation, and reduce rejected submissions. If the EORI does not match the entity used in the declaration, the process becomes slower and riskier.
